Effingham Care Home Consultation
Welcome to the Effingham Care Home public consultation website.
Aspire LPP is pleased to share its emerging proposal for a new care home on land east of Bullockstone Road, Herne Bay.
We are at an early stage in the process and would like to hear the views of local residents, business and other stakeholders before submitting a planning application to Guildford Borough Council.
Your feedback will help the project team understand local priorities and consider how to refine the proposals as the scheme progresses.
The proposed care home would meet a need for additional care accommodation for the UK’s and Herne Bay’s growing population of older people.
There is a minimum need of 852 care home beds by 2040 in Canterbury, however the higher growth scenario suggests that the need would be closer to 1,082.


Site Plan
The site is located on the eastern side of Effingham Common Road in Effingham, to the north of its junction with Lower Road.
It adjoins existing housing to the north and west, with Saint Lawrence County Primary School immediately to the south.
To the east lies the Effingham Lodge Farm site, which has consent for a 159 homes, which is entirely separate from our proposal.
The committed development surrounding it has changed the character of this part of Effingham.
The Site is outside of the Effingham Conservation Area.
The proposed building will be sensitively designed and substantially screened by landscaping, helping to soften its appearance and integrate it into the local setting.
The scheme will include well-landscaped, secure outdoor amenity areas for residents.
The proposed care home has been designed to sit comfortably within its setting when viewed from Effingham Common Road. The building is set back from the road, with the site level sitting higher than the highway. Existing and proposed hedgerows, trees and planting help screen the lower part of the elevation and soften the building’s appearance within the street scene.
The building has a traditional residential character, with pitched roofs, light brickwork, dark roof tiles and well-proportioned windows. The use of gabled features and a varied roofline helps create a familiar, welcoming and homely appearance appropriate for a care home environment.
The long elevation is broken up by projecting gables, recessed sections and changes in roof form, which add visual interest and reduce the perceived scale of the building. The central glazed entrance provides a clear focal point, while large windows and patio-style doors allow natural light into residents’ rooms and shared spaces.
Overall, the design aims to provide a calm, attractive and comfortable care home environment, while presenting a high-quality residential frontage that is softened by landscaping and set back from the road.
